Abstract
This article analyses the nature of the EU's actorness in the Mediterranean. In detail, tracing the main stages in the evolution of Euro-Mediterranean policy, this contribution examines the internal political and institutional constraints that have affected, and still affect, the EU's decision-making capacity in foreign policy, effectively relegating it to the role of a ‘generous but politically weak donor’.
